RE:The one bright spotIt's basically saying it's up to the City's legal discretion as to how they enforce the court's ruling. But within 60 days they have to show that they have complied with the court's verdict.
There is currently no "well maybe" the City can do something.

The judge has ruled, GRB could appeal but in the interim the approvals have to be pulled.
An appeal will take a long time, not a couple of months that's for sure.

Keep in mind the original writ was September 2021 and has just received a ruling.

Greenbriar and Captiva gave up on Solargram Farms because as they stated the process could take years.

In my opinion if they want (and this has to be all parties) to expedite the effort of regaining their approvals it is to merely start from scratch and complete the whole process all over again.

The City is out a lot of money in legal expenses, as is Greenbriar.
Do they (the City) want to do this again?
Will GRB sue?
Can GRB sue?
Are the City's and the District's disputes resolved?
I doubt it.
There are a lot of questions that need to be answered and I'm sure have been discussed since the preliminary ruling (50) days ago. All parties would have known the verdict was likely in the District's favour.
