"In a news release dated May 6, Ciachurski said that water rights owned by Strasser and another party (Paul Morris) were acquired in 2020 and are “contractually dedicated under contract to Greenbriar to supply the Sage Ranch project” the pumping rights the city required in its approval of the development in 2021."

Morris acquired water rights for 76AF on October 14th 2021
Strasser acquired water rights for 76AF on February 1st 2022

Strasser also acquired water rights for 39AF on July 13th 2022

Obviously in 2020 they entered into an option agreement with H-Star but never actually closed the transfers until after the EIR was approved.
Jeff blames the City for wanting more surface water rights, as the basis for the District's lawsuit and yet the Judge's decisions were all related to Sage Ranch. And the documents that Greenbriar along with their lawyers worked together on, with the City.
Poor decison making is the reason for all of this.
