The $1M+ is an investment in getting the project to move forward in my opinion.
My point is, the court case is based on the City's "pattern and practice" of how they analyze water availibility.
The court has found that it is indeed the case. The premptory writ has been documented and will be applied within 60 days of the fourth cause being finalized.
I personally believe there is no way the City is issuing a permit until there is a legal resolution to the pattern and practice.
When is that?
I have no idea?
This is up to the lawyers too decide when, where and how they can possibly proceed.
