If he felt stock is undervalued and shoul go up 40 % relative to todays comparisons then he has to do something significant, now. The ONLY powder he has is 500 mil cash from recent sales. Only 40% of that heading to NCIB. what happened to 75% going back to shareholders. Nevertheless 100% needs to go to share buybacks to even make a dent in his goal to correct his perception that the div yield should be around 4%. He has no plan to correct this value issue. He will very likely make it even worse with a big acquisition.
