Management has felt that the court case would never stop the project or at least that's what they were telling shareholders.
In reality Jay Schlosser said it a long time ago,
“Our legal team tells me that state law is very clear that a project may advance until the court says otherwise,” he said. “And the court hasn’t even reviewed (the) documents yet. So there is no reason they could not advance the project over the last year.” - This was from October 2022
Note also the comment "So there is no reason they could not advance the project over the last year.”
Perhaps the City is gathering the water rights they need but are they not for Sage Ranch?
In the previous post it was certainly indicated that it was their focus to stop leasing and actually have the water rights instead of leasing them.
