RE:RE:NewsI would guess they are running low on funds and this announcement relates to funds.  In the past they have issued more shares to raise funds and the stock price goes down.  That is one thing management has excel at.  Without funds it is bad news for Jervois.  

Given the price of cobalt the only hope is the US government back refinery and mines.  If Trump wins, then no backing.
