Underemployment rate (u6)

Underemployment rate (u6) The underemployment rate jumped from 7.4% to 7.8% in the month of July! It was 6.7% a year ago which is an increase of 1.1%. Could this trend in higher unemployment really be attributed to weather? It is clear to me that U6
is rising even if we assume July was an outlier month.
