You're wrong.

Quebec and Canada share the same Criminal Code, but not the same Civil Code. 

Every Province has the same Civil Code based on England's laws other than Qubec. 

Qubec's Civil Code is based on French laws.

French as in "from France".

Your cut and paste is both irrelevant and immaterial. 

It refers to England's Civil Code
