Looking at a trade and pointing out the someone is dumping stock without recognizing that someone else is building their position in the exact same stock does nothing but indicate your state of mind and attitude. Yes - associated price movement - derived from the relative urgency of the two parties - but the dumping and accumulating are equal.

It's a market - a place where people trade at prices they negotiate.
