Do you really think the dividend is significant enough, to have any meaningful impact on the share price?

I bought in just recently, i have been in and out of CVE a number of time but they have been slow in acheiving their objective. Have disappointed many times. 

Q3 is suppose to be transformational with 100% return of something to shareholders, the stock is trading well below it medium price target $34.50.

I am not really a fan of share buybacks, but it sounds like they want to use all tools, buybacks, dividends, and special dividends. 

Is there anything operational that we should be looking toward that will impact the evaluation?
