RE:RE:RE:This ain't goodMy personal viewpoint on completing a new/revised water assessment and EIR for Sage Ranch to move ahead is the following - 

1. The RUWMP has to be negotiated between the City and Water District to move ahead.

2. Writing of the actual report. A significant portion has been completed but they also need a new engineering firm (previous resigned), the new firm has to agree to the previous work performed and then final completion of report.

3. Adjustments have to be made to the WSA based on the most revised information. What are the implications to the WSA and the final conclusions. (Every judgemental issue needs to be addressed).

4. A new EIR adjusted to the latest information, a scoping meeting (30 day minimum) plus responses to the scoping meeting from the public and others.

5. Does all this work meet CEQA requirements and is the report in favour of Sage Ranch moving forward?

6. Does the City cancel the Master Development approval and therefore PDP? That I do find this  to be highly unlikely but that is up to their lawyers (who have not been right about legal issues so far).

7. Fourth cause of action obviously needs to be resolved.

8. Highly unlikely financing is available until the issues are resolved (just my opinion).

9. Strasser's water rights agreement expires December 31st. Without resolution how much is he going to want for running it out longer?

Pretty obvious nothing is happening this year.
