Can't out-trade AI washtradingThe stock is almost debt free, pays solid dividend and still can't make it out of the basement. The question is why?

Because when you have a dividend paying but not not bought back stock it is attacked by sophisticated investors who utilize AI for washtrading stocks down (trading 500 shares at a time and at times with .005 cent incriments) that allows them to slowly accumulate shares at low prices. There is really not much an average investor can do outside of accumulating the stock at low prices until buyback kicks in. 

Clearly current owners are happy with this situation as they continue preferring dividends which allows them to collect money and buy more stocks over buybacks. As soon as buyback is truely on the stock will start increasing in price. Otherwise it will toil. Don't expect to make money short or medium term with this. Keep collecting divs and buying this or other stocks while waiting for them finally to decide to buy their own shares.
