If it were that easy, all imports would follow this path and no tariffs would be applicable in the world. These simple mechanisms do not work, tariff rules circumvent them. If you fly to the USA, transport people from one end of the USA to the other, it does not matter if you have a subsidiary in Timbuktu that owns the plane, you will pay tariffs.

It become only a matter of evidences about what is the usage of the plane.  And if you be caught (easy job with sites like Flight Aware), you will pay the tariff and the penalties.
