This company needs a quick 360 degress change of attitude for any chance of success. You would need a new CEO who brings in new ambitions, new way of seing the company, new money, new shareholders...
I really hope Oats or whoever is a larger group of shareholders would have a say in the selection of the new ceo and the vision of this company. The bureaucrats do not have shareholder interest in mind.
