Can the Haida and other First Nations participate without investing too much?

The output  could range from 400MW and increase to over 2000MW. Plus undersea cable and tie-ins to the grid onshore. Ongoing injection of captial.

Or receive rent/royalities and enable developer to take on a larger share of the project to make it worthwhile?

Back in 2010, financial concerns were outlined in the following publication. Things have changed bigtime in 15 years. But still a relevant read. And how are non-financial concerns being addressed?

With Elemental Energy participating, confidentiality requirements. I will not be the wiser to call Mike. Writing up a legal agreement with Elemental takes time. Nice for Elemental to give Oceanic $50,000 to accomplish this. Just waiting for news as it evolves.
 
The years pass, progress is being made. But with numerous options available, it's critical to make a well thought out coarse of action.

As a side note, Quebec will ban fossil fuel derived natural gas in homes by 2040. So more electricity required? Not sure if Fortis in BC is cutting back on natural gas ambitions. I think they are.
