Company knows more than they are telling us.   They already decided, done the analysis, they decided to abandon the well.     $35 million spent and we don't know if there is GAS/Oil or not.   

Is this common?   To get all the way to just before the taget zone and then stop?

If cement filled the well hole, couldn't it be drilled out?   It's fresh, should be soft.... softer than rock for sure.

Anyways, as you can tell, I know nothing about oil wells.
