First time buyer today

First time buyer todayAnd I'm old. Despite approaching the age of senility, even I can see that this company has lost all attraction for institutional investors.

Seems to me that the first move to win them back is to adopt a responsible dividend policy, pay off some debt ( like a billion US per year for a few years), and eventually buy back some shares. 

If such a plan isn't forthcoming in the next 3 months, I'll be gone. I find it hard to believe that the B of D has allowed this company to sink so far, so quickly, without ACTION of some or any kind.
