yes that is true, however there was more to it in that BBD was selling the C series for below cost to Delta so Boeing argued for tariffs.  BBD did win in the end, but that was the end of the C series.  Frankly from what I see it was a stupid decision for BBD to try and go head to head with Boeing and Airbus
