For Feb/March long-range forecasts, the US national weather service updates in the middle of the month. Next update is Jan 16th. 

ECMWF is also a place to look, forecasts are for each future week and you can select the date the forecast was done. I don't really spend that much looking at the weather, so I usually just look at the US weather service forecasts.
