But the point here is that, we don't have any choice. We have to retaliate. So given that fight that Trump proposes, canada will have to pick and chose which Tarrifs are the most effective ones.
So Ford is right. Use the energy supply to hit them where it hurts. They're the most effective.

I guarantee if Ontario/Quebec shuts off electcity to NE USA you will have rioting in less than 24 hours. Shut off the oil pipelines to the US and when people see $5,6,7,8 per gallon at the pumps there will be rioting coast to coast calling for "death to Trump"
