He wants nevertheless to show he is a tough guy , so, since a bully always fight below his category, he looks north to flex his muscles.

If we retaliate using just the right amount of tariff and are lucky , we might irritate the average American just enough that they will make it clear to the new Caesar to put a brake to his bully tactics and leave us alone.
