There is a refinery on the south shore of Quebec City and I think there is still a least one on the eastern part of Montreal 
Two reasons that come in my mind for this situation ( imported crude) , first  reason ( green illusion) western crude is considered « dirty ».
 Second and I think real reason, Quebec refineries cannot refine crude with high sulphur content, so they import a lighter crude.
Allowing a pipeline to go trough Quebec and New Brunswick to the eastern coast would give the western producers access to other markets than can refine their product other than the USA.
Quebec premier doesn’t want this pipeline to go through Quebec...green illusion again...
