I doubt anybody expects China to get a pass on U.S. import tariffs.
In fact, I suspect a special very high anti-dumping rate of tariff would be applied to most specific U.S. imports from China and specific purchases from China associated Foreign Entities Of Concern. that is most likely to be part in parcel of the new administration's foreign trade policy in regards to China in particular.
As to the remainder of what Marco Rubio is quoted as having stated, I'd remind the incoming U.S. Secretary of State, Mr. Marco Rubio, of the fact being that since before he was born, "The U.S. Enterprise" has been built upon, amongst other things, disobedience and betrayal, lying, cheating, stealing, espionage and a heck of a lot more that is today being projected by the American banksters and their fellow politician type miarionettes, etc., at China and China's leadership.
Perhaps somebody could remind Marco Rubio that had it not been for the riches derived from illegal activity of every kind conceivable (tell him to lean off the abundant cocaine in particular, amongst all kinds of other illegal substances), riches made possible by leveraging many of the negative corrupting attributes he now projects onto China, Florida, which is his home state, simply wouln't be the same and neither would any state within this U.S. Enterprise.
There are no clean hands at any bargaining table, whether that be an American bargaining table or any other member nation state bargaining table; it's a prerequisite condition before you sit at the bargaining table.
The incoming U.S. Secretary of State is just acting as "American" as he can be, so as to try to hide his position of weakness.
Finally, had it been just the U.S. that had negotiated China electing to join the WTO, that is what Marco Rubio did also suggest, China leadership at the time would have told the U.S. representatives at the time and their U.S. oligarch bankster lieges to go take a flying leap off the Statue of Liberty.
Somebody should tell Marco Rubio that he needs a serious history lesson; and not one taught by an American historian alone.
Had it not been for the U.K leadership at the time, along with every other member nation state representatives with an interest in expanding the global economic order and containing and regulating China's potential growth, the U.S. would . . .
Marco Rubio and the entire Donald J. Trump administration won't be fooling the Chinese leadership.
China's leadership knows full well where this ramped up phase of war is heading under this incoming U.S. political administration; no matter what these talking heads are programed to say on cue.
