I think that Trump put in the 2016 negotiated USMCA, a condition that, if there was an EMERGENCY at their US border, during the duration of the USMC Agreement (2026), then they could close their borders, or put on Tarrifs. I haven't read the USMCA, but I bet there is a similar condition in the Agreement. That's why you have to have smart people negotiating for you. Bombardier made that mistake with Airbus. Now I see Canada did it with the USMCA. You need good Lawyers. I can almost guarantee, what I just said about the condition to change the USMC Agreement, is true. Otherwise Canada could sue the USA for BREACHING the USMCA contract in that Term. Trump is smart, and RE is his game. So contracts are his forte.
Secondly . If they or Trump uses the EMERGENCY part of the USMCA? He doesn't have to postpone the Tarrifs till it's the 2026 expiry. If I'm wrong, then Canada would have a recourse to go after the USA under the USMCA contract for BREACH of contract. Since nothing has been said about this breach of contract by Canada regarding the Tarrifs, then that just confirms my point that, the US has a way out of the contract. I hope that answers a few of your questions.

Why not agree to postpone these prices to a later date only if the new negotiation fails. This way, Donald saves face and Canada avoids tariffs.
