What's wrong with this picture?

What's wrong with this picture?When the market was crap ICS showed strength mainly due to its ability to sign new contracts. Now that the market seems to be showing some strength, anyone know why ICS has seemed to stall out at the 2.60-2.80 range? Is it simply the dilutive effect of the recent warrants exercise? Or has been suggested here, does ICS just have a lousy PR division? Everything else I've seen suggests they are well on track to having a banner year. Any comments? Jeebus
