not the foggiestIsnt a PP because they dont need the cash. For that matter I dont think they have ever halted in the past before a major contract unless there seems to be some insider buying. Volume has been up just slightly the last two days. Therefore my guess is somebodys buying something. Hope that makes it as clear as mud for you.
