Serbia, reeling from a decade of wars and sanctions under the rule of Slobodan Milosevic, is reforming its communist-style economy to create a favourable climate for foreign investors. "The lack of a mining law hampered arrival of foreign capital in the sector but this will be changed soon," the acting minister told Reuters late on Thursday, adding that changes were expected by end-year. "We have already initialled first concessions for the exploration of boron ore and hope to launch an international tender for it in the first quarter of 2004," he said. Boron is used in a wide variety of material from cosmetics to fertiliser, fibre optics, textiles and rocket fuel. Foreign firms have already shown interest in the Jadran Do and Pobrdski Potok sites, rich in boron ore, some 200 kilometres south of Belgrade, the minister said. "Rio Tinto RIO.AXRIO.L and a U.S. firm have said they were interested." COPPER ORE MID-2004 Rio Tinto has also shown interest in exploring the region of eastern Serbia around the town of Bor which is rich in copper, Ruzic said. "Besides Rio Tinto, copper giants Phelps Dodge PD.N and Billiton BLT.LBILJ.J have also said were interested particularly in the Crni Vrh site there." In August Serbian copper firm Rudarsko-topionicarski Basen Bor (RTB Bor) and Rio Tinto were close to signing a five-year exploration deal, but the government stopped it saying a public tender was the best way to select the best bidder for the job. "We search for a partner who will be ready to promptly invest in the region and employ people there, who will also be ready to invest in other sites already exploited by RTB Bor, Ruzic said. "The tender for Crni Vrh can be expected mid next year." Parallel to regulating the mining sector, the ministry is readying Serbia's energy strategy, including further expansion of the natural gas distribution network. "These are big investments which we do not have the money for. "Once we identify distribution regions, we will give concession for the construction of one of them," he said adding that a move could be expected in the second half of next year. Russia's LUKOILLKOH.RTSLKOH.RTS, which has bought Serbia's second largest fuel chain Beopetrol, said earlier this month it was also looking to expand into the gas sector. The new mining law expected to be adopted by the end of the year and existing legislation on minerals concessions would create the legal framework needed to lure foreign firms to invest, the minister said. An important change would be to give priority to firms already engaged in exploration.
