Because there is no new money in the sector, so its just the same money being switched from bucket to bucket. And, because everyone is trading at a steep discount, the money is going to the bigger names with currently higher revenues and a bigger footprint. Plus, they are investing heavily into cultivation expansion, M&A, etc. which the market isn't currently rewarding during this
