Canada’s 2% spending on defence

Is it remotely possible that Canada could make a deal to develop critical minerals to supply US and others with the critical minerals they need for defence.
Just watching news and it looks like Canada will have their feet held to the fire on there lack of spending the 2% they are committed to spending.
Gov. Could then use the national defence card to expedite the process...... just wishful thinking on my part.

As we heard on the medias all over, this country at the international lever is not well pleased because of the very little 2% spending as his Defense Ministry: https://www.budget.canada.ca/2023/report-rapport/chap5-en.html
