This is great news, signing Washington DC will absolutely be a wake up call for rest of the municipalities. Washington DC is recognized as one of North America's largest and more forward-thinking water and wastewater utilities and they usually are in the forefront and a lead for the other to follow. It seems that the commercialization process has started..
