To repeat, if it happened to be the case that a publishing client is claiming circulation of 76,000 copies and only printing 1,000 copies, does the printing supplier, which is a public company, have any duty or obligation to cease being a party to this representation, and/or make the facts known to authorities?

No, no. You've misunderstood my question, @baskcha1. We're not talking about content reproduced and manufactured by Transcontinental on behalf of a client. What we're discussing is a potential fraud, where the client reduces their ususal print-run from 76,000 to 1,000, instructs the printer to just send 50 copies to the client's office, and please recycle the rest, Marcel.
What I'm asking is: If that situation were to occur as described, should that not require the printer to advise the client that they will not be a party to this type of potentially fraudulent activity?
