The ramification is sales license is huge

It also mean that NL can convert any excess funds in NL coffers into a saleable product. They can buy biomass when a good price comes along and either convert them to oil or vaps for direct sales. Hence increasing their profits and also making use of the process they have already in place. Less downtime means higher efficiencies.
