If billions are coming why cancel the 50cent options?

Why cancel the 50c options and then create 15c ones to fund the company. Funding the company with the 50c options would have brought in the same money value for "development" but less dilution for shareholders and more confidence to the market that this tech is worth more than 1-2$ million MC.
