Thoughts on recent price action?

Gets slapped back down whenever it tries breaking above $19.50 for really no reason. Not sure what to make of it.

possibly some ETF rebalancing .. almost a 55 cent drop right at the close.  Look at EIF price action after noon time.  Its highway robbery for those in the know how.
