California has historically been the place for the homeless to go. You can live outdoors year round. It's part of the reason San Diego has institutions like Scripps, along with other pharmaceutical and research institutes. They always had volunteers for studies. Temperate/tropical environs garner the most homeless people. Is what it is. No offence but the biggest detriment to affordable ...more
