questions

I see Novo/Great Lakes listed on the uplist site, but what does it mean? Is this a list of "all " companies currently trying to get back trading? I thought if you filed your "in arrears" finances, you automatically went back trading. Does this list only apply to the US? Are they trying to uplist directly from oblivion to the NYSE?
Please forgive my ignorance in this matter and explain what this means.
