This is not penny flipers.This is annon spoofing and trading in two accounts. If you put a buy order in The buy goes up a cent more .I ROC HAS BEEN LOOKING.If more people contact Iroc the spoofing may stop

You noticed that also. If you put a bid in a penny above the going bid the ask automatically changes and moves up and it's anon. Remember the crazy 4's on the bid ask last year from anon walking the price down. I think it was 4's.
