Value or Value Trap?

Changed business model, solid earnings, boring but stady growth prospects all point to a potential long term hold.  However, I can't help but think there is something too-good-to-be-true about a PE of <10, like suspect management or off-balance-sheet liabilities.  Anyone have input?

One reason the SP was driven down is due to law suits that have now been dismissed.  I think they also had some one time non cash write downs that hurt earnings. This company is grossly undervalued with good growth.  We have a owner/operator so his interests are aligned with shareholders.  The company has also been buying back shares.
