Also, the chairman of NEVDQ had a run in with the SEC a number of years ago, for defrauding shareholders, and got off pretty light. Said he was sorry, and would not do it again. And paid a fine. So

Might be good to focus fraudster complaints toward the Chicago SEC, since a bunch of commodity markets are there. They are pretty friendly to talk to, and return phone calls. Also the Chicago SEC has

If Pala got better treatment than other shareholders, then the buyers, who were presumably in on it, are responsible to make sure that all the shareholders get fair treatment. Otherwise there is fraud
