The judge Youl Riveros decided Aduviri's imprisonement for 15 days (enough to have him jailed until the verdict reading) but as expected, no one knows where he is!! Aduviri is clearly playing the same game again, staying in hiding until one of his appeals is successful. Even so, if he is declared guilty in the next couple of weeks, he will be replaced by the vice-gobernor. And if all of his appeals are dismissed (which could take one year) new elections would be held for the regional government of Puno.

The governor of Puno, Walter Aduviri Calisaya, suffered a severe setback on the day of his onomastic. On the eve he turned 39. The celebration of his birthday by his closest collaborators was overshadowed by the decision of the head of the Second Court of Preparatory Investigation of the Court of Puno, Youl Riveros Salazar. The magistrate declared founded in part the requirement of pretrial detention against Aduiviri Calisaya, for a period of fifteen days.
Prosecutor Juan Monzon Mamani requested the revocation of "appearance with restrictions" for "effective imprisonment" for breach of rules of conduct that weighed on the authority. He was obliged not to leave the region and go monthly to register his fingerprint in the appearance book. However, it was credited that he left the country and the Puno region without judicial authorization. This happened in 2018 and 2019.
Judge Youl Riveros said that the time period he has set is intended to guarantee his presence on August 12th at the final allegations hearing and probable reading of the sentence in the Aymarazo case. This conflict broke out in the highlands in 2011 in rejection of mining concessions. Aduviri was at the head of the riots.
The ruling will be issued by a collegiate court composed of magistrates Kety Neyra Calderon, Katherine Reyna Caceres and Shirlay Flores Melendez.
The magistrate indicated that although the authority was regularly attending the scheduled hearings, when its legal status is being varied, what is intended is to prevent he from escaping the action of justice again. He recalled that, after the first ruling for the Aymarazo in July 2017, Aduviri went into hiding until October 5th, 2018, the date in which that the Supreme Court annulled the sentence of seven years of effective imprisonment and ordered a new trial.
Rivero Salazar said that his decision is intended to avoid Aduviri escaping from the reading of the verdict, which may be acquittal or condemnatory.
Walter Aduviri did not attend the hearing. His lawyer Joseph Trujillo Choquehuanca defended him by videoconference from the city of Arequipa. The whereabouts of the Puno governor are unknown.

The hearing was held amid demonstrations of solidarity from dozens of Aymara settlers who arrived from different locations. They consider that he is the victim of political and judicial persecution because he defended natural resources against mining activity.
Patricio Illacutipa said they will protest because he believes there is a black hand behind. “What is happening is a persecution of an indigenous leader because all he did was defend us. But we see that the justice system uses its legal logistics to silence him for the sole purpose of revenge, because he paralyzed a project that was going to be harmful to the environment", he said.
He will be replaced by Vice-Governor Agustin Luque Chayna. He said he is prepared to rule the region. He indicated that his loyalty is with the "Collasuyo Plan", which prioritizes agriculture and the defense of natural resources for agricultural and livestock purposes.
They accuse political persecution
Aymara leaders announced that they will make a sit-out this week outside the Judiciary. They will ask that economic and political interests not interfere in the Aimarazo case. Milton Cariapaza, adviser to the governor, said his defense will appeal the decision, but in no way accept a confinement because Aduviri he is not corrupt or murderous. He said Aduviri is a victim of the neoliberal system that does not like the Aymara protesting in defense of natural resources.
