Moving forward: How to set up a meeting room?
I have extremely limited computer skills, otherwise I would do this myself, so I am hoping that someone with a lot more knowledge would be able to do this.
Is someone able to set up an external site eg wikipedia ( so that it cannot be shut down) where we are able to document details, timelines, involved characters and information on them? Anyone interested would be able to contribute as they are able. Things would need to be referenced,
I think that this would arguably be the best way forward. As more things are unearthed, they could be forwarded to the relevant authorities. It would also avoid duplication of effort.
I would propose that Hoodwinkie be the moderator as he is insightful and obviously knowledgeable. I would also trust his nomination of anyone he felt more appropiate to the task.

I second that. I too have poor knowledge for this kind of stuff.
