Don actually stated that Phase 2 (active highly bureaucratic,slow-ongoing trial) is recruiting patients from hospitals. The USA, FDA Phase 3 trial under the direction of the 7 Scientific advisors, will include 1200 participants not yet in the hospital. They will recruit diagnosed Covid positive participants much quicker from test sites so it will move fast (final FDA approval still req'd). So he does not know or care which of the 2 trials will end up finishing first.
