Why do shipping co.s not pony up to to meet regs?

Do they, perhaps, think they  are immune?  Do they believe no gov't can afford to prosecute an essential industry?  Do they believe they will be allowed to skate?

dsox not yet below .1 % sulphur,and scrubbers are huge, expensive and heavy, plus dry docktime. If and when dsox can get below .1% (they're close we know, at least .27% with rumors of improvement) then we can either sell fuel at Mobile and other places and or dsox itself for a one time gain. there is actually MORE profit in selling fuel year after year than a one time eps gain from selling
