PHX trades at 2.0 Price/Book while ACT trades at 0.95 Price/Book.  The question is should ACT trade that cheap compared to PHX?

PHX.TO or ACT.TO ?

Both Canada and US directional drilling operations. PHX: High div, filling 10% NCIB each year, and no debt. ACT: No div, NCIB, and paying down debt, insider MD slowly buying shares.
