Why does anyone think ole Joe has the interest, the capacity, or the competence to influence the price of oil. Maybe a few underlings, but he's more interested in the Blarney Stone than fracking Shale. He couldn't pull off a game of bingo never mind manipulate oil prices. This release was approved by congress back in 2015.
