Of course Russia is selling as much oil and gas as it can - it's the only big cash cow it has as it has many sactions placed on it by numerous countries on other goods. How else do you think they're going to generate revenue...? And I suspect they won't be the only one as other countries have exceeded their quotas in the past as well.
