this trend reverses when OPEC+ comes out with statement that the current cuts stay as is till end of year.  They tried to flex muscle but are getting it handed back to them. They dont meet till Oct 2nd. Just like energy producing companies with heavy debt load to service, these NOC's cant survive on low Oil price just the same.
