An Avalon Thunder Bay conversion facility could arrange for seaborne concentrate from anywhere in the world. Hundreds of bulk carriers dock in Thunder Bay each season picking up potash, grains etc, largely arriving empty, instead they could carry SC6 lithium. Logistical win both inbound and out.
GreenTech and Frontier are possibly many many years away. If anything, a successful midstream facility in Thunder Bay will be their catalyst to development.

So WHAT Also NEEDS to BE DONE would be to Place a BAN on ANY EXPORT From CDN Mines of Lithium/Other Critical Metal Concentrates__Thus FORCING the Processing Plants to ALL BE in Canada.

Agreed there! Yes, they can't buy mining companies, but he allowed for foriegn companies (Chinese) to buy all the claims!

Thus putting a squeeze on free trade to other countries who will place countervailing trade barriers or bans on products needed for importation. Fortress America, Fortress Canada. Bad theory. Be careful what you wish for. Canada needs exports to survive!
