This is an attempt to get some of those skilled workers that previously worked on the Q400 at Downsview (which is closing next year).  They were put out of work thanks to Unifor's Jerry Dias allowing Longview Avation/New De Havilland to take over without having plant closure language in the contract when the Q400 was sold to Longveiw (and the Downsview sale was already publicly announced)

This will be interesting recruitment drive.  South of bombardier's new facility is Pratt and Whitney Canada facility, there is also Mitsubishi Aeropsace within minutes drive, Magellan Aeropsace is also close by and you have a lot of similar skill workers working for airlines.
