If you include BC, the west has as many seats as they have people. If you exclude BC, the west is over represented by a seat. Look at university tuition alone.  Alberta fees are now around $8000 per year, whereas in Quebec it's about $3000.  The difference is the transfer payments subsidizing Quebec students   Imagine spending $12K on a degree instead of $32K and how far ahead one is upon graduation.
